MetaTrader 4 plugin to block trade in cases when there are no new quotes for a predetermined time

AntiOffQuoteTrade plugin rejects trading transaction in the absence of quotations for the symbols within the specified time.
If there are no fresh quotes within a certain period specified in MinOffQuotePeriodSecs for configured symbols, the trader receives the "Off Quotes" as a responce when tries open new trading order. Such blocking trade avoids trade on the failure of a quotation and protection from scalper's speculating on it.
Settings:
BlockByDefault – the flag of activating lock of transactions by default after starting the server (till the first quote coming).
